The International Trade Court's decision on Wednesday to halt Mr. Trump's tariffs can be appealed to the US Court of Appeals for the Federal Circuit in Washington, DC, and eventually to the US Supreme Court. Oregon attorney-general Dan Rayfield, whose office is leading the states' lawsuits, has called Mr. Trump's tariffs illegal, reckless and devastating to the economy. "This ruling reaffirms that American law is important and that trade decisions cannot be made on the whim of a president," Mr. Rayfield said in a statement. The White House has yet to respond. The Trump administration can now appeal the ruling in federal court.
