Senator Graham, a South Carolina Republican who sponsored the sanctions bill and is one of Trump's biggest backers in the Senate, said the Senate could "start moving" next week to impose new punitive sanctions on Russia because of the lack of progress on a ceasefire in Ukraine. "Enough said, it's time to move," Graham told reporters during a visit to Kiev on Friday. "I expect the Senate will start moving the sanctions bill next week." Graham said the Ukrainians have done everything the president asked them to do. He also expressed frustration that Russia did not let everyone know the agenda for the next round of peace talks, which could be held in Istanbul on Monday. "There are members of the House of Representatives who are ready to act in the House, and you will see action in Congress," Mr. Graham said. Mr. Putin, he said, was trying to delay talks in the hope that western allies in Kiev would tire and withdraw their support, calling it "a mistake."
