EDA tools have recently been quietly reopened to some Chinese companies

On the evening of June 5, 2025 Beijing time, China's semiconductor and electronic design automation (EDA) strategy has undergone a subtle change after a direct call between senior Chinese and US officials. According to several local Chinese IC design engineers and companies, access to Synopsys' technical support platform "Solv Net Plus" and Cadence's "support portal", which were previously inaccessible due to US export controls, has now been restored. However, neither Synopsys nor Cadence has officially disclosed the change. It is unclear whether the resumption will only apply to specific, less sensitive Chinese customers, raising questions about the possibility of the US easing technology restrictions on China.
