On April 27th, the draft of the National Development Planning Law was submitted to the Standing Committee of the National People's Congress for consideration for the first time on April 27th. The draft consists of 4 chapters and 31 articles, mainly including the general requirements, the formulation of national development plans, and the implementation of national development plans. The draft fixes in legal form the institutional arrangements formed in long-term practice under the centralized and unified leadership of the Party Central Committee, the planning proposals proposed by the Party Central Committee, the planning outline prepared by the State Council, and the implementation announced after the review and approval of the National People's Congress. Further improve the implementation guarantee mechanism of the national development plan, and provide institutional support for the scientific formulation and effective implementation of the national development plan on the track of the rule of law, so as to better play its strategic guiding role.
